Did you know that:
Krakow’s income is over 5,6 billion PLN. This amount consists of, inter alia, grants, subsidies, receipts from local taxes and fees, inheritances, donations, but also – and indeed most importantly – part of personal income tax.
Approximately PLN 1,6 billion is paid into the city budget on account of personal income tax (PIT). In Kraków, financial profits on this account account account for more than 30 percent. of all the city’s income.
The amount that goes into the city budget in connection with one person’s PIT settlement in Krakow is approx 2500 PLN. Therefore, the more people pay taxes here, the more money goes to the city cash register.
According to the law (in the case of PIT), the place of settlement of an individual is the competent tax office according to the place of residence of the taxpayer on the last day of the tax year. This means that you don’t have to be registered here to pay taxes in Krakow – it’s enough to live in Krakow.
Invest in city development
From the PIT of one person you can, for example:
- buy and install 10 bicycle racks
- paint 30 pedestrian crossings
- build a 14 m2 pavement with a bicycle path
- plant two trees.
In turn, 14 taxpayers are enough for a new shelter to appear at the bus stop, 144 will finance a kilometer of bicycle path and the tax from 400 people is needed for passengers to start carrying a modern bus.
Every new taxpayer is important, because it gives the city even more opportunities and can better take care of the residents’ comfort of life!
How to change the tax office?
Changing the tax office is very simple. During the period of tax settlements, it is sufficient to provide the address of residence in Krakow in the PIT form and to indicate the data of the locally competent tax office.
A one-page ZAP-3 form can be filled in at any time, which is available on the website of the Ministry of Finance or at any tax office. Filling in the form is easy – just give your name, PESEL number, address and bank account number, which will be affected by e. g. tax refunds. The completed ZAP-3 form can be submitted in person or sent by post to the tax office competent for the place of residence.
It is worth remembering, however, that according to the law, in the case of PIT, the proper place of settlement for an individual is the tax office competent according to the taxpayer’s place of residence on the last day of the tax year.
If we are being billed by our employer at our request, it is enough that we inform him about the change of his address (for tax purposes) to Krakow. Then the employer will send our testimony to the relevant Krakow tax office. There is no need to change (neither in writing nor in person) the data in the “old” tax office – the offices will update them themselves.
How to determine the competent tax office?

Krakow Card
Krakow Card is an element of the promotional and social policy of the city, aimed at its development, increasing accessibility to public transport and cultural goods and increasing the city’s income from personal income tax. The “Krakow Card” programme was introduced by the Resolution of the Krakow City Council No. XCIV/2450/18, dated 7 February 2018.
Under the “Krakow Card” programme, a system of discounts, rebates, preferences and entitlements will be created. First of all, there are plans to introduce 20% discounts related to the purchase of periodical tickets for public transport – including agglomeration tickets, as well as tickets to city museums and galleries. Discounts also apply to products and services from programme partners. This is an average of 5 to 20 percent. a discount.
Persons meeting at least one of the following conditions are eligible to use the Krakow Card:
- are registered for permanent residence in the city,
- settle the personal income tax in the tax office competent for a person residing in the city, indicating the city as their place of residence, regardless of whether these persons achieve income.
Children of the persons referred to above are also entitled to use the Krakow Charter – aged up to 18 years, as well as persons in care and educational institutions – aged up to 18 years, educators and directors of these institutions.
The card is valid for one year – starting from the date of obtaining it, i.e. from the date of positive verification of the complete application.
Applications can be submitted via the website www.kk.krakow.pl and at Ticket Selling Points. The application must be accompanied by a recent photograph, described by the applicant’s first and last name. The photo can also be attached as an image file.

- the first page of the PIT with the tax office presentation (stamp of receipt) or confirmation of its submission,
- the first page of the PIT together with the Official Certificate of PIT Receipt (UPO – Urzędowym Poświadczeniem Odbioru) in case of submitting the tax return in electronic form,
- certificate from the Tax Office.
